1990년 10월 4일, 보안사를 탈영한 육군 이병 윤석양은 한국 기독교교회 협의회 인권위원회 사무실에서 기자회견을 통해 탈영 시 가지고 나온 보안사의 민간인 사찰 기록을 공개했다. 재야 운동가 및 정치인 등 주요인사 1600여명에 대한 불법사찰 실태가 폭로되어 노태우 정권은 최대 위기를 맞는다. 그 결과 국방부 장관 및 보안사령관이 해임되고 보안사는 현재의 기무사로 개편된다. 80년대를 대표하는 전두환, 노태우라는 두 명의 군인 출신 전직대통령들이 이곳 기무사의 보안사령관 출신이었다는 사실은 무척이나 아이러니한 일이다. 박정희가 김재규에게 저격당한 직후 찾아왔던 곳이 기무사 병원이었던 것을 상기시켜보면 이곳은 70년대를 종언하는 마침표이자 80년대 시대적 비극의 출발점이었다. 매캐한 최루탄 냄새가 진동하는 시위 현장이 뉴스 이미지로 남아있는 우리 세대에게 80년대란 올림픽과 386 컴퓨터로 기억되어 있다. 어릴적 즐겨했던 DOS용 컴퓨터 게임을 담아놓았던 3M 플로피 디스켓이 누구에게는 민간인 사찰 기록을 저장한 플로피 디스켓으로 변모될 수 있었다는 사실은 역설적이게도 우리가 이러한 질곡의 역사적 기억에서 벗어난 지 얼마 지나지 않았음을 다시 한 번 상기시켜준다.

On 4th October 1990, Korean Army Private Yoon Suk Yang divulged the secret record of surveillance on civilians by Defense Security Command (DSC), which he took out when he left his base without permission, at a press interview held at the office of human rights committee of the National Council of Churches in Korea. The record of almost 1,600 people including underground activists and major politicians created an enormous political turmoil and made the Roh Tae-woo administration face its most serious crisis. As a result, the Minister of Defense and commanding officer of the DSC were dismissed, and the DSC was restructured and changed its Korean name from Boansa to Kimusa. It is rather ironic that the two Korean presidents from the 1980s, Chun Doo- hwan and Roh Tae-woo with their military background were both commanding officers of the DSC. In some sense, the place is a starting point of historic tragedy of 1980s as well as an ending point of the 1970s, it we remind the fact that the hospital in DSC was the first place for the president Park Jeong-hee to come after he was assassinated by Kim Jae-kyu(head of KCIA at the time). The Place was also a front line of desire where an individual craved power.

정윤석은 1981년 서울에서 출생하였다. 미술을 전공하고, 현재 작가 및 다큐멘터리 감독으로 활동 중이다. 2008년 서울국제실험영화페스티벌 AVID AWARD를 수상한 바 있으며, 26th VANCOUVER INTERNATIONAL FILM FESTIVAL, 18th Sao Paulo International Short Film Festival, ‹88_금호영아티스트 개인전› ‹platform 2009› ‹Citynet Asia> ‹눈썹› (일민미술관 개인전) 등 국내외 영화제 및 전시를 통해 작품을 선보이고 있다. 2018년 들꽃영화상 대상을 수상했으며, 2020 올해의 작가상 후보에 올랐다.

Jung Yoon Seok was born in Seoul, 1981. He majored in fine arts, presently working as an artist and a documentary film director. He has won “Avid Award” from “Experimental Film and Video Festival in Seoul” in 2008, and is presenting his works at exhibitions and film festivals, including 26th Vancouver International Film Festival and 18th Sao Paulo International Short Film Festival and platform 2009, Citynet_Asia. He won the Grand Prize at the 2018 Wildflower Film Awards and was nominated for the 2020 Writer of Korea Artist Prize.
